Heferring to your telegram of the 11th. January,

a paraphrase of which is endlosed, I have the honour to forward

copies of correspondence with His Majesty's Ambassador at Tokio regarding the Japan Black List.

The Postal Censor has now been instructed that

he should not stop letters to or from enemy subjects in Japa or their fences except for some special reason, such as the fact that

they appear to relate to trade with enemy territory. The Cable

Censor is continuing to eliminate all telegrams to and from enemy

subjects and their fences in Japan. I shall be glad to learn

whether you wish these instructions to be varied in any way.
